Bilahari Kausikan, a former permanent secretary at the Ministry of Foreign Affairs in Singapore, caused controversy when he said last week the two Mekong nations were “teetering precariously” towards ceding influence to an outside power. NTU public policy and global affairs Professor Dylan Loh said while expelling member states from Asean was possible, doing so would be a “grave” issue. He added that the idea was not new, noting that in 2015 the then leader of Malaysia Mahathir Mohamad had suggested that Myanmar be expelled for its treatment of the Rohingya people.
